In the year 2319, Earth’s once-great civilization has been reduced to scattered, isolated societies following a devastating nuclear holocaust. Within the glittering City of Domes, life appears perfect — citizens know only pleasure, beauty, and endless entertainment. But this utopia hides a chilling truth: at the age of 30, every citizen must participate in a ritual known as Carousel, a supposed “renewal” that is, in reality, execution.

When dedicated Sandman Logan 5 (Gregory Harrison) reaches his own Last Day, he begins to question the system he once upheld. Refusing to accept death, Logan becomes a Runner himself. Aided by the compassionate and courageous Jessica 6 (Heather Menzies) and joined by the intelligent android Rem (Donald Moffat), Logan escapes beyond the Domes into the forbidden outside world.
Together, they embark on a perilous journey to find the legendary Sanctuary — a rumored haven where life beyond 30 is possible. But danger follows at every turn. Pursuing them is Logan’s former partner, Francis (Randy Powell), determined to bring the fugitives to justice. As they travel through desolate wastelands and encounter strange, often hostile societies, survival is never guaranteed.
